On 2nd December 2024, Zero-Sum ITS Solutions India Private Limited (Zero-Sum) in association with NAGOYA ELECTRIC WORKS CO., LTD JAPAN (Nagoya) and approval from DIRECTORATE OF URBAN LAND TRANSPORT, URBAN DEVELOPMENT DEPARTMENT GOVERNMENT OF KARNATAKA INDIA, (DULT) has commenced the Operation and Maintenance (O&M) of, “THE PROJECT FOR IMPLEMENTATION OF ADVANCED TRAFFICINFORMATION AND MANAGEMENT SYSTEM IN CORE BENGALURU”.

Zero-Sum shall conduct the O&M Service of the system for a period of five (5) years with the cost of O&M Service borne by DULT.

 Goal of the implemented project

The project FOR IMPLEMENTATION OF ADVANCED TRAFFICINFORMATION AND MANAGEMENT SYSTEM IN CORE BENGALURU was implemented by Nagoya under a grant from Japan International Cooperation Agency (JICA). The project has been implemented with the goal of reducing waiting time at traffic signal intersections across the key areas of Central Business District of Bengaluru using the Japanese ‘MODERATO; Management by Origin-Destination Related Adaptation for Traffic Optimization’ technology. The system will use traffic sensors to monitor queue length at signal intersections and adjust waiting time based on real time traffic conditions. The entire system will be monitored at the newly setup Bengaluru Traffic Information Center at DULT premises and can also be remotely controlled and monitored through a few monitoring stations setup at the Traffic Management Center set up by Bengaluru Traffic Police.

Outline of the project

The implemented project encompasses two key components, a Signal system that controls traffic signals across the target area based on the traffic volume detected and a Traffic Information System that include systems such as Queue length measurement system, Automatic Traffic Counter cum-Classifier, a Central system, Probe system and a Variable Messaging Sign System.

Nagoya has collaborated with NIPPON SIGNAL CO., LTD, JAPAN a leading signal system developer from JAPAN for the implementation of the MODERATO based signal system and with ZERO-SUM, LTD. JAPAN for the development and implementation of the Traffic Information System components.

Location of the implemented system

The project has been implemented across 28 key intersections across the busy Central Business district of Bengaluru.

Operation and Maintenance of the System

Zero-Sum with over 10 years of experience in implementing Intelligent Transportation Systems in India has been awarded the primary role of the Operation and Maintenance of the ADVANCED TRAFFIC INFORMATION AND MANAGEMENT SYSTEM with support from Nagoya. For undertaking the operations and activities of the system, Zero-Sum will adopt a preventive mechanism approach that involves daily, monthly, quarterly, half yearly and annual check of key components. This will minimize any sudden breakdown of equipment, limiting downtime only to pre-planned activities. Zero-Sum will have a dedicated workforce that will monitor the system on-site 24/7 to minimize any downtime that may occur. The workforce will use a mobile maintenance vehicle equipped with key spare components, tools and genset that will enable them to reach any location speedily to fix any issue or downtime reported to them from the control center that will monitor the entire system remotely.

Safety will be the largest focus area of the O&M workforce, while undertaking any roadside repairs or replacement. Safety for the workforce and public will take high precedence during the O&M period. The workforce will follow and adhere to international safety guidelines as laid out by JICA while undertaking any repairs while minimizing any inconvenience to the public. Measures adopted will include adequate placement of traffic safety cones at repair sites, placement of LED based traffic blinkers towards all approaching directions of the repair site that will provide adequate warning to motorists to slow down and placement of traffic wardens to guide traffic around the repair site.

The system will be monitored and studied on a continuous basis and fine-tuned as deemed necessary during its course of operation to adapt to the changing traffic conditions in the city. A dedicated helpline number has also been provided to DULT and Traffic Police to report to Zero-Sum any system issues that may be observed onsite, allowing them to have access to the operation and maintenance workforce round the clock. Regular reports on the functioning of the system will be made available to Traffic Police and DULT to help them evaluate the system and make necessary and fine tuning and adjustments as required periodically.
